EPR Registration for Used Oil

A mandatory authorization issued by the Central Pollution Control Board (CPCB) that makes producers and importers responsible for the collection and recycling of base oil or lubrication oil once it becomes "used oil." It aims to ensure that used oil is processed by registered re-refiners rather than being disposed of in an environmentally harmful manner.

It is required for any entity involved in the lifecycle of industrial or automotive oils, specifically:

  • Producers: Manufacturers of base oil or lubricating oil.

  • Importers: Those importing base oil, lubricants, or used oil for re-refining.

  • Collection Agents: Entities that collect used oil from service stations or industries.

  • Recyclers: Facilities that treat used oil to recover base oil or energy.

Required Documents

  • Business Proof: GST Certificate, Company PAN, and Certificate of Incorporation (CIN).

  • Identity Proof: Aadhaar and PAN of the Authorized Signatory.

  • Trade License: Import-Export Code (IEC) is mandatory for all importers.

  • Environmental Consent: Valid Consent to Operate (CTO) and Hazardous Waste Authorization from the State Pollution Control Board.

  • Process Details: For manufacturers, a description of the manufacturing process and product details (e.g., types of lubricants).

  • Quantity Data: Historical sales or import data (in Metric Tonnes/Liters) to determine recycling obligations.
